When the central government reiterated the importance of the country’s digital development in recent months, local authorities in China have accelerated the release of detailed plans to support digital construction and transformation.
The newest initiative was made by the Ningxia Hui Autonomous Region in Northwest China, which on Tuesday launched a “1244+N” action plan to support the development of digital infrastructure upgrading projects in western China. A total of 12,000 local 5G base stations will be created as part of this, including 2,000 additional ones.
The plan also promised to create five extremely big data centres, speed up the growth of data centre clusters, and increase the production value of the digital information industry to 85 billion yuan ($12.36 billion) by the end of the current year.

According to a report from chinanews.com on Monday, authorities in the Anhui Province of East China would encourage the digital transformation of 5,000 manufacturing firms over the required size in important industries and 30,000 manufacturing enterprises below the designated size this year.
Anhui announced that individuals who pilot the transition in their businesses or factories would receive rewards of up to 5 million yuan for a single project, which will aid big enterprises in accelerating digitalization.
According to a report from the domestic news site thepaper.cn on Tuesday, Sanmenxia city in Henan Province, central China, signed a cooperation agreement with China Unicom’s Henan branch for digital transformation.
In order to support the “deep integration” of the real economy and the digital economy, the two parties will intensify their cooperation in the areas of new infrastructure construction, technological innovation, digital government, smart manufacturing, digital villages, and high-quality development, according to the report.
China released a strategy for the country’s digital development at the end of February, outlining the framework and timetable for creating a “digital China” via enhancing 5G and computers.
The strategy calls for deepening real-economy integration of digital technology, as well as the use of such technology in the manufacturing, finance, education, healthcare, transportation, and energy sectors.
According to a reform proposal presented on Tuesday to the national assembly for consideration, China will newly establish a national data bureau in order to better support the construction of the “digital China” blueprint.
The proposed bureau will be run by the National Development and Reform Commission, the country’s top economic planner, and it will be in charge of, among other things, advancing the planning and construction of a digital China, the digital economy, and a digital society. It will also be in charge of coordinating the integration, sharing, development, and application of data resources.
